Accessing the Today View on iPadOS 13
The Today view was displayed as a separate page on the iPad. In iPadOS 13, it is displayed as a column at the left edge of the iPad screen. Just swipe right on the left side of the home screen to display the widgets panel.
When in landscape mode, the symbol grid is reduced to enable the display space next to the Today panel. Swipe left to hide the control panel. If you swipe right across the splash screen in portrait mode, the Today viewport appears at the top of the home screen (icons are out of focus).

If you're new to Today View, you'll need to add widgets to this screen by scrolling to the end of the Today section and tapping Edit.
Now a list of all enabled widgets will be displayed with a minus icon at the left edge and a handle icon at the right edge, you can tap the "minus" button and then tap " Remove "to remove the existing widget from the Today view.
Tap and hold the "Treat" icon to reorder the widgets in the list.
Scroll down to see the "More Widgets" section. Here you can see all available widgets of your installed apps. To add a widget to the Today view, simply tap the green "+" icon next to the widget.
How to Attach Today View Widgets to Home Screen
If you use the widgets as shortcuts, attach the Today panel to the Home screen. That way, your favorite widgets are always available as soon as you unlock your iPad.
To do this, access the Today view by swiping to the left of the Home screen on the Home screen. Then swipe to the bottom of the Today viewport and tap the "Edit" button. Select the button next to "Keep on Home Screen".
Subsequently, a new section "Pinned Favorites" will be displayed below. You can now drag any widget from the list to the "Pinned Favorites" area to pinned it to the home screen.
Tap and hold the "Treat" button next to the widget and move it to the "Pinned Favorites" area.
