Apple does not waste time on betas. Just after the official release of iOS 12.1, Apple released the first beta for iOS 12.1.1 for developers on Wednesday, October 31st. The update comes just one day after iOS 12.1, which was in beta development for 43 days this year. The label for 12.1.1 means that it's a minor update over 12.1, and the release notes contain only a few things.
According to the release notes, the beta's only new feature increases security.
iOS 12.1 .1 requires that TLS server authentication certificates (TLS) issued after October 15, 2018, comply with the certificate policy to be trusted on Apple platforms. (41175212)
The notes also state that users may not be able to select the voice used for VoiceOver and other voice products. All other changes appear to be minor fixes and security patches.

To download and update your iPhone to iOS 12.1.1 dev beta 1, you must first be a registered developer with a valid configuration profile. If you've enabled the new "Automatic Updates" for iOS 12, you can have the software updated overnight. To download the beta now, launch the Settings app, choose General, and then Software Update. Tap "Download and Install" and follow the on-screen instructions to download and install iOS 12.1.1 dev beta 1.
