Apple released the developer beta for iOS 12.1.3 on Monday, January 7th. The public beta for iOS 12.1.3 followed shortly thereafter. Apple was pretty much in the spotlight on its public beta versions for the iPhone. It was always released on the same day as the Dev version, unless it is the actual beginning of a beta build (eg iOS 12.1.3 Beta 1). In that case, they come out day later.

To upgrade your iPhone to the public beta 3 of iOS 12.1.3, you need a valid public beta configuration profile from Apple. If you have enabled "Automatic Updates" for iOS 12, you can have the software updated overnight. To download the beta version now, start Settings, choose General, and then Software Update. Tap "Download and Install" and follow the instructions on the screen.
