Just two days ago, on November 18, Apple released iOS 13.2.3 to the general public, which included stability updates for bugs in iOS 13.2 and earlier versions. However, today's update is not intended for the general public. Instead, Apple has just released the Beta 3 for iOS 13.3 developers for software testers.
Apple has provided developers with the third 13.3 beta update at 1pm. EST (10 am PST). Trade secret? This time is no surprise. Apple usually distributes developer beta updates at 1:00 pm. Mark, with public beta comes either three hours later or 13:00. EST the following day. By the way, if you're a public tester, you'll have to wait for the public beta to stop, as this latest update is for developers only.

Network – New Features
- Certain top-level domains (TLDs) such as .dev and .app are now in the Foundation URLSession and preload list of NSURLConnection HTTP Strict Transport Security (HSTS). An app that uses URLSession to call a matching URL always navigates to the URL as https: // and never as plain-text http: //. Safari – New Features
- Now supports NFC, USB, and Lightning FIDO2-compatible security keys in Safari, SFSafariViewController, and ASWebAuthenticationSession using the WebAuthn standard on devices with the required hardware capabilities.
Update your iPhone on iOS 13.3 dev beta 3, you have to be a registered developer. You can use the recovery image for your iPhone, available on the Developer Portal (install with iTunes or Finder), or install the configuration profile and then update wirelessly. If you already have the profile installed on your iPhone, go to Settings -> General -> Software Update to begin installing the latest beta build, or wait for it to install automatically when Automatic Updates "is activated.
