Cel-Shading was first used in which video game?

SEGA / Smilebit

Answer: Jet Set Radio

Cel-Shading 3D computer graphics are designed to look as if they had been hand-drawn like animation cells. The result is a bold and clear look that distinguishes the representation of Cel shades from conventionally rendered computer graphics. One of the first video games dedicated to cel-shading, and a critically acclaimed title, was SEGA's Jet Set Radio released since June 2000 for Dreamcast.

Since then hundreds of video games created in the cel-shading style have been released, including some notable modern games such as the series Borderlands Ōkami and its continuation Ōkamiden . and The Legend of Zelda: The Wind Waker Bastion and MadWorld . While many of these games are well remembered for interesting gameplay and action, the rigorous styling of their cel-shaded graphic design definitely left an interesting impression on the players (and there's a good chance if you play one of those games then you already have thought about it before we even started to list examples.
