The caveat, however, is that the following effects are not available outside the News app. If you try to search for them during a normal photo, you will not find them. You can use effects in photos and videos
Effects can be used in both photos and videos in iOS 12. Do not worry if you've already taken a picture or shot a video – effects can be posted before and so you never have to worry about missing out on your chance, a sticker or a Add effect. However, the effects are not compatible with Slo-Mo, portrait, square, or pano camera modes.
