Since the Nexus One, Google has always left the hardware design and manufacturing an OEM. Since Google is primarily a software company, it is easier and cheaper for them to leave the actual production to their partners, who already have the infrastructure to make phones cheaply. According to Roland Quandt Foxconn will build the Pixel 3 and 3 XL. The manufacturer has a longstanding relationship with Apple and produces the iPhone for them. Interestingly, Foxconn is not a phone manufacturer, but a contract manufacturer. That's why Google is creating a real Google phone for the first time. Thanks to the $ 1.1 billion that HTC spent on HTC hardware employees, Google has now rebuilt its first phone from scratch.
