If you want to root, follow step 1. If you're a hobbyist, it's important. It's the hidden Android Developer Options menu and it's definitely worth 30 seconds to unlock it.
Open the Settings app on your Pixel 4 or 4 XL and scroll down. Tap "About the phone" and then scroll down again. Now tap "Build number" seven times in quick succession. You will be asked to enter the PIN for the lock screen. You will then receive a toast message saying "You are now a developer!"
To access the Developer Options menu, scroll down to Settings app and tap System. Tap "Advanced" to expand some more options. One of these options is Developer Options.
Here are some useful options. There is "OEM Unlocking" which allows you to send the Fastboot command, which unlocks your bootloader and allows unofficial firmware (read: root). There is "USB debugging" that allows you to send ADB commands when they are enabled. And you can even turn on "Force 90 Hz" so that the Pixel 4 display always plays at 90 fps. But that's just the tip of the iceberg!
