Mnuchin, Pelosi reach informal deal to avoid government shutdown

Informally agreed to take a clean, short-term stopgap solution to prevent the government from closing at the end of the month, sources from both parties confirmed Thursday.

This means that the rolling resolution (CR) needed to keep the government open after September 30th is free of controversial politicians who have stalled previous funding bills, increasing the likelihood of a shutdown ahead of the crucial elections on Sept. November reduced considerably.

The tentative deal also means the government funding bill and a new coronavirus relief package being negotiated between Pelosi and Mnuchin would not be part of the same talks.

Both Mnuchin and Pelosi, speaking Tuesday, agreed to “work to avoid a shutdown and keep the government open and that the best way to do that is with a clean CR,” one said source familiar to the conversations.

“House Democrats support a clean, ongoing resolution,” added Pelosi spokesman Drew Hammill.

White House press secretary Kayleigh McEnany told reporters Thursday, “We believe we will soon be given funding to avoid a shutdown.”

The duration of the CR is not clear at this time, but the most likely option is for the government to be funded until December, if Congress would have to return to a lame duck session to pass another short-term bill to fund the government until 2021.

Sources familiar with the talks said it was possible that a coronavirus relief agreement reached earlier this month could still prevent a ride on the CR, but stressed that the articles would go on separate lanes.
