When does it start?
The NCAA Selection Sunday Show will air on March 17 at 6:00 pm. until 19h ET (15: 00-16: 00 PT) on CBS. (For the record, CNET is a division of CBS.)
How can I stream it?
You can watch the Selection Show on the NCAA's March Madness Live website or use the March Madness Live app. You can watch March Madness Live on iOS and Android devices along with Apple TV ($ 179 at Walmart) Roku, Fire TV ($ 49 at Best Buy) and Xbox One ($ 450 on Amazon) . The app also supports AirPlay and Chromecast ($ 25 on eBay) .
The March Madness Live website and app provide a three-hour live streaming preview before signing up with a participating pay-TV provider. You can come through the Selection Show for free, but you will wait a few minutes of the tournament before the preview runs out.

Yes. Yes you can. If an hour in which teams are selected for the tournament is not enough, you can adjust what the NCAA calls the social media show Inside the Bracket. It starts at 19 o'clock. ET (16:00 PM) except on NCAA.com, YouTube, Twitter Facebook and Bleacher Report.
What other streaming options are there?
Cable cutters can use a live TV streaming service to watch the selection show. However, to see the coverage of CBS, you must ensure that the service is carrying your local CBS station.
