To use this feature, you only need to set it up in the phone app. With the Your Phone app, you can also sync photos to your PC and send text from your PC. With a future version that's already being tested, you can mirror the entire screen of your Android phone to your desktop and interact with it from your PC. If you're using Android, we strongly recommend that you set up this app, especially now that notification mirroring is finally available.

– Windows Insider (@windowsinsider) July 2nd 2019  Do not worry, it's not all or nothing – you can choose exactly which app notifications you want to sync with your Windows 10 PC. When you close a notification on your PC, it also closes on your phone, so you do not have to close the same notification twice.
The Your Phone app is compatible with the Windows 10 update from April 2018 (version 1803) from October 2018 (version 1809) and update from May 2019 (version 1903). If you install the app and do not see the feature yet, wait a day or two. These things are being phased in, and not everyone is getting the new features at once.
