The option in Outlook.com and Microsoft Outlook works the same as it does in Gmail: If you enable this option, Outlook waits a few seconds before sending e-mail. How to Enable Undo Send on Outlook.com
Outlook.com, also known as Outlook Web App, has a modern version and a classic version. Most users of Outlook.com should now have the modern look of their email account, which by default has a completely blue bar.

The 30-second limit still works in the modern version. However, if you try to change the setting in the modern version, it will be reset to 10 seconds without you being able to reset it to 30 seconds. There is no way to know when Microsoft will "fix" this discrepancy, but eventually all users will be upgraded to the modern version, and you should be prepared to maintain a maximum of 10 seconds for undo in this case.
